What this list undercounts
A search can only read the published notice. In most tenders the certification requirement is not in the notice — it is in the specification pack, a PDF attached further in. Those contracts require ISO 9001 just as firmly and will never appear here.
The bigger gap is that this is public-sector data only. For most small manufacturers the pressure does not come from a government portal at all. It comes from a customer — a tier-one supplier, a prime contractor, a retailer — adding certification to their approved-supplier conditions. None of that is published anywhere, and it is the reason most companies start.
So read the number above as a floor. It is the part of demand that happens to be visible.
Why a buyer asks for it
Not because they admire paperwork. A buyer placing work with a 20-person supplier is taking a risk they cannot easily check: whether that supplier can repeat what they did last time, notice when it goes wrong, and fix it without being chased.
Certification is the cheapest available proxy for that. It says someone independent looked. It is why the requirement spreads down a supply chain rather than staying at the top — and why it tends to arrive as a condition of staying on a list you are already on.
Which is the awkward part of the timing. The requirement usually appears with a deadline attached, and certification takes months.
